I want to give a discount on shipping

I want to give my customers a discount on shipping if they buy 2 or more Items from me. The way I have my shipping set up is every Item has a different shipping cost. example Item 1 shipping is $7.91 and Item 2 is $ 8.32 I don't want to charge them $16.23 I want to give them a break like maybe a $2.00 discount $14.23
Does anyone know how I can go about this. Any help would be appreciated.

Shipping is not discountable in that way.
