Configuration ... Shipping/Packaging ... I found two corrections that I felt were to be made:
1. Under "Order Free shipping zero weight status" the setting was 1 ; changed it to 0
2. Changed " Display number of boxes/weight status" to 2.
In Zone definition for Karnataka, when I click Details : The row shows: Under Country - "India" and under Zone "Karnataka".
This definition looks alright to me.
I will try a test order now with the configuration changes.

I did a dummy order again.
The product weight is 0.250 gm, as entered ( and double checked) in the admin panel.
This is what the estimator shows :
Also, regardless of the state I select, the weight comes to be the same : 5.26lbs ; and rate is 0
Not sure what's wrong. I am disabling the module as of now, and will keep the flat rate one on. Please advice
The problem is the definition for the Zone Rate:
Your definition goes to 1 lb and the quote is for 5.26lbs ... without a definition you get $0.00 ...Code:Shipping Zone 2 : Karnataka Zone 2 Shipping Table : 0.250:30,1:40 Zone 2 Handling Fee : 0
Try changing the Rate to:
0.250:30,1000:40
Does this now work better?
Also check what the settings are in the Configuration ... Shipping/Packaging ... on the Maximum Weight and the Tare Rates ... You said the Product was 0.5lbs and you are showing 5.26lbs on this product ...

I think it is working
I blindly did what you said. ie :
1. Checked the Tare rates. I didn't understand what it should be (at least at this point of time). So made it 0:0
2. made the rate to 0.250:30,1000:40
But to be very frank I didn't understand. 250 gms is working so why not 1.0 kg ? I mean shouldn't both the weights be of same calibre? as per the current setting its 250 gms and 1000 kg.
Also is there a way to change the unit from lbs to Kg ?

Not really without doing other code changes as by default, Zen Cart works with lbs ...
