Problem with International Shipping

Hi guys,

So here's my shipping payment scheme:

Flat rates:

Canada: 4.95 shipping
USA: 6.95 shipping
International: 10.00 shipping

This is for your first item, then each additional item is $1.95 per item regardless..

The way I set it up was cloned the Per Item shipping module three times;

* Per Item Canada :
1.95 per item with 3.00 handling fee

* Per Item Usa

1.95 per item with 5.00 handling fee

* Per Item International

1.95 per item with 8.05 handling fee

This seems to add up to the totals written in the requirements, and so the only thing left to do is assign each module to its appropriate zone.

I created the following zones in Locations/Taxes -> Zones Definitions:

Canada Shipping Zone:
* Country: Canada
* Zone: All Zones

USA Shipping Zone:
* Country: United States
* Zone: All Zones

Rest of World:
* Country: All Countries
* Zone: All Zones

And I set each module's shipping zone to the appropriate one.

This seems to work with my test customers from canada and US, but when I have a customer from another coutnry, it tells him/her that shipping is not available to his area then allows him to pay without shipping charges.

The only solution I could come up with was to actually manually enter each country into the "Rest of World" zone minus USA and Canada. This will take me a few hours to do though, is there a better way around this?

This may be an odd question, but I didn't see it mentioned here so I'll throw it out.

Did you remember to set the "International Shipping" zones? Such as "the Zone International Shipping should be active for"?

Just a thought to start with.
