Permision? Error: I can not write to this file.

I am logged in as the manager / administrator, but every page I want to change (the text for example Contact us).

This is the error:

Error: I can not write to this file. Please set the right user permissions on: /home/scrap9/public_html/includes/languages/english/html_includes/define_contact_us.php

I even edited

Editing file:
/home/scrap9/public_html/includes/languages/english/html_includes/define_contact_us.php

But nothing changed? what do I need to do?
