Adding Notices

Hi All,

I need to add a notice to the shopping cart page (just above the items in the cart). And I need to add the same notice to the top of the confirmation email...

Where and which files do I edit???

Shopping Cart:

includes/languages/english/CUSTOM/shopping_cart.php

I'll have to find the email file -- I don't remember off the top of my head what it is.
