And is part of the Upgrader for that version as well ...

You may wish to check a clean version of the modified Zen Cart that you are using and look for those configuration_key settings that you are missing and see what else might be missing ...

or 1.3.0 to 1.3.0.1
or 1.3.0.1 to 1.3.0.2

Those are important upgrade components. Perhaps the folks maintaining the Japanese code may be able to help you apply the appropriate upgrades to your site.
