Free shipping not show? Test paypal?

Hi, I honestly tried to search this and follow other threads which fixed part of my problem.

I’m testing my store to see what else needs to be set and right now I am stuck at the free shipping option during checkout.
Ideally, I would like this to not even show and just skip this part going straight to the payment details since all my products are downloadable. Is there anyway to get this part to skip?

What I have down so far is in

Modules>Shipping>Free Shipping is set to on.
Modules>Order Total> the only things on are the discount coupon, gift certificate and the total.

Also, how do I do a test run with paypal?

You might want to look at how to set up downloadable products - the cart should automatically skip the shipping page if you are configured correctly.

Test PayPal using your personal account to buy something from your store - make a test product that costs $.01- then refund the transaction when you are done.
