VAT problem

I have a shop and all the products do not contain VAT as 9/10 will be exempt on medical grounds.

At the moment when the user goes to the checkout the are paying the price without vat. What I need to know is how to add 17.5% to the price if the user is not claiming it back.

Is there an option to add or subtract VAT at the checkout stage?

How will you know whether the buyer is entitled to a VAT-free price or not?

It is a self declaration.

If they say they are then we trust them.

As Zen Cart knows nothing about this self-declaration, you will need to add it in somewhere - possibly account creation, more likely the checkout process (in case their status changes), collect the information and then apply it when calculating tax (most likely in the order.php class - though I've never tried this myself).

It's custom coding all the way, there's nothing that I know of in base Zen Cart to support this, but my gut feeling is that it needs small, tricky changes rather than big, extensive ones.
