vat missing in checkout

Hi,

ive only just noticed today that vat isnt being added to the total when going through my checkout! it just says zero (0). any ideas why this is ? i have all my tax/zones setup correctly (uk, vat at 17.5% etc), so not sure why this is happening. i have the latest zencart installed, and have looked around to see if i could find an answer around here ,but nothing definitive. any help is much welcome. thanks.

My zone definitions is set to UK, tax rates set to Uk at Vat at 17.5%. tax classes has the Vat in there, and tax rates has it set to vat at 17.5% yet everytime i go through my checkout it comes up with sales tax £0.00

In mystore im set to country UK, and zone Scotland (which i created), and ive also set basis of product tax to store also.

i cant see where ive gone wrong

please help
