Page time out with shipping

When anybody goes to the checkout (checkout_shipping) page or the shipping estimater, the page times out. I am usuing Fedex and USPS shipping options. Both companies say they are having no issues with their servers and other stores that I have tried are also having no issues. If I try enough times, it does finally come up so it does work and has so flawlessly up until about a month ago. I made no changes. The rest of the sight is very fast. Database access is fast.

Does anybody have any idea what else I should look for.? I am using an old version. I can't find which one.

Thanks. it's version 1.2.6 I know I should upgrade. but this is the busy season and it will have to wait till after Christmas.
