I've set the right configuration in my PayPal account but customers are still having to create an account to pay with PayPal - why is that?
Actually, they probably don't ...
If you look there is a vague text link to "continue and pay by credit card", if you already have a cookie set with PayPal ... (ie: you've logged in to PayPal from your current browser).
Or, delete your PayPal cookies (from your browser) to better see what a first time visitor will see when they hit the PayPal payment page ...
