I set up ZC so that they have to pay tax (6%) on shipping
but when I got to paypal to pay, it adds the tax to the merchanise but just not shipping..
anyone know how to fix that?

Assuming you're using the most up to date PayPal patches for v1.3.7 or you're using v1.3.7.1, you can make the code update shown here:
