I haven't seen the article 148.
You may want to give SmartFTP a try for your ftp client. The download and use is free. After you log in via ftp, you simply right-click on the file you want to change the permissions for and go to "Properties/chmod" on the drop-down. Works slick. You can get the download here:

I have two zen cart stores installed.
Store 1 - /includes/configure.php Permission 644 (ok)
Store 2 - /includes/configure.php Permission 644 (error) 444 (ok)
Why can't I change the permission for configure.php in Store 2 to 644 without causing error (red alert on header)?
Store 1 just fine with 644. Permission set in CP not FTP.

It is likely that you've got those sites on different servers, and, since every webserver is configured differently, one treats 644 as not-writable, and one requires 444 in order to be not-writable.
If it bothers you, your hosting company will have to clarify for you.
