help with no taxes

Hello Everyone:
I need some help with taxes.
I have set up my store not to have any taxes.
But when I do a test and I get to the Step 2 of the billing
I get this (this one is in CA.
Sub-Total: $312..
la: $22.63
COD Fee: $0.00
Total: $334.63

what is the la fee?
It seems it adds a tax only in CA

if I do another test for Co. the la: is 0.00
same thing for Florida 0.00

My settting for Localization Zone Definitions - taxes, payments
I have to states Calif and Florida, but the status is not Configured.
I tried deleting the two states but Zen will not allow me to do so.

any help would be great.

What tax rates are configured? None are listed unless there is a default from the Ca folder.

The company I'm working for is not really selling their products on-line. What they want is for the customer to go thought stages of information and at the same time select certain products. At the end it will give them a total amount without taxes, shipping, and handeling fees.
I guess I could do taxes but with 50 states, Canada as the main target I thought it would be to much for me to do.
Cal from where I from as several taxes.
The end result what we are looking for (that is if there not tick off at us) is for us to contact that customer and see if they are interest in seeing a professional Contractor to do their light. The price they received from the on-line would be good for 30 days.

PS If i do set up taxes would I have different taxes for each state and within each county of that state?
Same thing for Canada...if so could you help me on that Country?

You should only set up taxes for the states in which you are registered to collect taxes. You don't have to do the entire continent.

There are some tax-setup FAQs in the FAQ area as a guide to setting up your taxes.

If you want NO taxes, then remove all the tax rates you've set up in Admin->Locations/Taxes->Tax Rates.
Or change the Tax Class on all your products to --none--.

That is just it I have no taxes in tax rates nor the tax class.
The only think I have is the tax zones definitions and zen will not allow me to delete those.

part 2 it say I have zone rate 1, but I do not have any zones rates listed that is when I go to admin>Locations/Taxes>Tax Rates there are no listing.
