COD fee

Hello Everyone:
I'm using this as a placing an order only you can not buy from the site, but it will give you a price on the products that you have in your cart.
Need to solve two problems
1. Is there away to get rid of the cod fee.
I have the following Shipping Modules attactive
Free Shipping Options
Free Shipping!
I tried using
Store Pickup as well

2. Sales tax need to figure the best way of taxing thought the States.
Do I need to set each State and counties for the taxes?
ie Southern Cal has 2 diffrent sales taxes.
If so how do I go about taxing.

Any help/advice would be great.

Also when there is a cod fee the total amount do not add up correctly.

Also I have gone in to Modules > order Total Modules and set the COD FEE to off.
I have sub-total on, and Total, Discount Coupon
For the payment I only has Cash on Delivery....
