Less than Min $ to allow lower minimum

Having trouble configuring less-than-minimum charge: I've bounced this around in various ways, but: Is there some way to have a less-than-minimum charge lower the minimum quantity once the charge is applied? This way, if the customer orders less-than-minimum, the charge applies and then the minimum quantity allowed is lowered.
Currently have it set-up as a different product called "Plastic Colors - Less than Minimum" however this method allows the customer (if they're stupid) to have multiple less-than-minimum charges on an order, or (if they're smart) to eliminate the less-than-minimum charge altogether.

Change the Less than Minimum charge to an Radio Button that is defaulted ...

Cannot undo a single radio button when the default is set ...

Let me clarify: The customer HAS to order each color of plastic separately so that we know how much of each color they want. Unless they uncheck the L-T-M charge on the second color ordered, they will be charged the LTM on each color. We would rather not have to issue a credit for these overcharges. Would like a way to change the Minimum quantity allowed, once they pay the LTM charge (only once.)
I realize this will probably involve programming changes.
Is there anyone who knows how to do this?
