Gross Prices Not Showing

I have my taxes all set up and yet I find that only the net prices are showing in the cart. Both net and gross show in admin, but the customer is being shown a price without tax being added. However, when they get to the final step of the checkout, the price suddenly displays with tax, but no explanation. Very confusing for the customer
See this Arnica product as an example:
The Net price is shown here £3.62, but it should show the gross price of £4.25. Furthermore, in Admin the gross price for this product is displayed as £4.88
Please can someone guide me through this as it's making my brain fry.
