USPS Module adding 3 pounds!

Hi,

I have tried checking out with an item (on my site), which weights only .25 lb. The USPS shipping module insists on adding 3 more pounds and calculate the rate on 3.25 lb.

Is this a default by USPS? Does it put 3 lb packaging etc? If so, can I change this value?

Peek in the Shipping/Packaging at the Tare Weight ... it is adding 3lbs for packaging and bubble wrap ...
