Paypal Express Error: Shipping Address Country Empty

I installed Paypal Express today and sometimes it works fine, and other times I am getting the following error:

We were not able to process your order. Please try again, select an alternate payment method, or contact the store owner for assistance. (Shipping Address Country Empty)

I have tested the same item and used the same paypal account to pay, and cannot figure out why sometimes the order goes through OK, and other times I get this message.

Any help will be appreciated.

You're using old code.

Either upgrade to v1.3.7.1 or apply the latest v1.3.7 PayPal Patch.

Thank you Dr. Byte - just installed Paypal patch and seems to be working O.K. !!!
