I have recently installed Chinese language pack. But the define pages editor in the Admin Control Panel doesn't work. It says that I do not have the correct authority to change the files.

How do I rectify this? Right now I am relying on uploading modified files via FTP. But I would like to understand why that is so and sort out the problem.
