problem with zones shipping module

My question is:
in configuration-->shipping I've set max weight 100Kg;
for France I've setup this:
2:15,5:16,10:17.50,15:19,20:21,31.5:24
(My courier don't ship package over 31.5Kg for France)
when I add product into cart over 31.5Kg, the shopping cart say me:
Total Items: 2 Weight: 60Kg Amount: €564,00
Express courier (The shipping rate cannot be determined at this time) €0,00
and however I can continue the shopping with ceckout.
Instead with package over the max weight permitted the cart would stop the ceckout.
I hope I'm clear.

... instead if I setup max weight to 30Kg (in configuration), the zone shipping module work fine because show me:
Total Items: 2 Weight: 60Kg Amount: €564,00
Express courier (Shipping to FR (3 x 22.00Kg)) €86,40
I'm an italian merchant: my courier have rate for Italy different from Europe, so max weight for Italy is 100Kg, instead max weight for Europe is 31,5Kg.
The solution, I think, is to have two max weight (or more) for different country.

If your Maximum Weight is 100 then the boxes are being made too big ...

Try setting the Maximum Weight to the Maximum Weight that you ship ...

In Italy the max shipping weight is 100Kg; while in EU countries the max shipping weight is 31.5Kg (Bartolini and DPD express courier)
If I set 100Kg as maximum weight, when the EU customers add products to cart, they see "Express courier (The shipping rate cannot be determined at this time) €0,00" and the amount of shipping is 0
Is I set 30Kg, for EU countries the shipping amount is right, instead for Italy is not true, because the amount of a package of 50Kg is split into 2 box and the total shipping value is more expensive.

You would need to then code the:
SHIPPING_MAX_WEIGHT

To change based on the Shipping zone of the customer to know when to use what weight ...

A search with the Developers Tool Kit would locate the file(s) that use:
SHIPPING_MAX_WEIGHT

So that you know where to change this, once you determine what zone or location the shipping is going to ...
