Please help - downloadable products - shipping charges

Hello,
I have been reading and searching, and I am SO close to getting my site up. I need a bit of help. I have entered some downloadable products. I have marked them as Virtual - NO and Always Free Shipping - NO because of what I read here. Then, I have set up the Attributes as described in the FAQs and here.

When I go to checkout, it shows Free Shipping - $0.00. Then, I go to Paypal to pay, and when I come back, I have a shipping charge of "Per Item (Best Way) $2.50" showing on Step 2 of 3 Payment Information Screen. I've attached screenshot1.jpg to show this. If I click on Step 1 at the top of the screen, the screen seems to refresh and now shows Free Shipping $0.00 like it should (screenshot2.jpg)

It works fine if the only items in the cart are the free ones and the Zen Freecharger. The problem started with the items that have a cost.

Obviously, I don't want to tell my customers to not pay attention to that screen and just click to get rid of it.

Can anyone please, please help me? I am running a new install of Zencart 1.3.7.1.
I have Shipping Modules Flat Rate, Free Shipping, Per Item and Store Pickup installed because someday I might have items that require shipping, as opposed to all my items being downloadable as they are now. I am using Paypal Expresscheckout. And I am using Jade's AppleZen template. I tried switching back to classic and had the same problem.

Usually this is due to Products that are Downloads being setup incorrectly ...

Downloads are NOT Virtual ... be sure to mark Product is Virtual: NO

Downloads are NOT Always Free Shipping ... be sure to mark Always Free Shipping: No, Normal Shipping Rules

Make sure that you see the Attribute Filename with a green dot in the Attributes Controller for this Product ...

Thank you, Ajeh, for the reply. I have each of the products set up with your specifications - Virtual NO, Always Free Shipping NO, and the Attributes Controller shows all green dots with the correct filenames.

I've been doing some more experimenting, and it happens when I have free products in the shopping cart along with purchase products. If I only have Free items, it's fine and uses the ZC Free charger card. If I only have purchase products, it is fine and goes to the Paypal Express checkout like it should. But when I have free and pay, it adds a shipping fee on Step 2 of 3 after I've come back from Paypal Express. Then, if I click at the top on the Step 1 Checkout area, the screen refreshes and it goes away, but I would really like it to not show up in the first place!

I think I found a solution --

In my Admin - Configurations - Shipping/Packaging, the line Order Free Shipping 0 Weight Status was set to 0 (No). I changed it to a 1 (yes) so that if there is no weight to the order, the order has free shipping.

Since my products at the moment are downloadable, they have a 0 weight. I experimented with it, and it seems to work. Now, when I have both free and for purchase items in the cart, the shipping is still free. I also tried changing the weight of a product, and then shipping gets charged.

I think it is good. I hope I haven't messed up anything by changing that config line!! <fingers crossed!!>

I would really look to ensure that your Download Products are NOT marked as Virtual Products and NOT marked as Always Free Shipping ...

Downloads know that there isn't any shipping ...

Also ensure that you have the latest PayPal installed ... v1.3.7.1 has this update as well as other issues that you might stumble across ...
