Hiw do I remove the category listing from the top of the page between the header and the main content?

Login as admin, choose configuration, layout settings,
Categories Tabs Menu ON/OFF, set to 0

I have tried removing the listing as suggested and it won't turn off.

Are you talking about the breadcrumbs? Breadcrumbs are under Admin --> Configuration --> Layout Settings -->Define Breadcrumb Status.
