First Class Shipping Option Not Showing

i have a customer still using 1.2.6

we installed the shipping module patch with the correct alteration for carts older than 1.3.X

We are still having the same issue.

When a customer checks out, they should receive three shipping options: Express, Priority, and First Class....everytime we do a checkout only the Express and Priority appear.

We contacted the USPS to see if they had an any insight. I recieved the following message from them, but not sure what to do from here....

"They said all that needs to be done is for the shopping cart to be UPDATED USING RATE CALC. 3 "

Any insight would be GREATLY appreciated.

And you did the REMOVE, INSTALL and Configure on it?

What are the Ship From and Ship To and the weight that you are using?

yes i removed then re-installed the mod....

Shipping from VA
Shipping to anywhere
weight?? on the product itself?

USPS does ship by weight on the rates ...

Yes that i am aware of. When i did a test check out the product i was using was a 3lb item

Shape Speed Cost

13 oz or less 1-3 days $ based on weight

First Class won't go too well on 3lbs ...
