logs not logging paypal ? - pls help!

ive got pp xpress working fine, but thats no use to me. i want ipn to work. everything is config'ed on paypal and ive swicthed log email and logs on. made a transaction, refreshed logs, nothing. werid. after u return frm pp the transaction is notgiving an order no. so as i was told the is a problem between paypal talking to my server. curl is fine. opne ports are open. all settings are fine.

this is really doing my head in, i can not work this out so any help would be greatly apperciated.

Doesn't the log folder need to be made writable in order for logging to happen?
I think I read something about that in the post that talks about turning on debug logging over in the PayPal section.
