Price offset

When I place a value in the price offset box, whether it's the price factor offset or the onetime offset it does not deduct that % from the product when it's added to the cart. If I understand the price offset correctly it is supposed to reduce the price of the product by x amount when that attribute is selected. If I'm wrong about this PLEASE let me know. I have attributes on specific products that actually reduce the overall cost of the product. If the price offset is not the proper way to do this can someone let me know what the proper way is.

By driving anybody nuts that was looking at several products on my site! Using Trial and error on a live site might not be the best way to do things but..... it werked!!
