how do I make the Country field non-mandatory when the customer wants to change the address for the shipping of an order?

I can't get the Country to stick and am beyond tired of trying. I dont need it for US orders and in 10 years of selling I have only had one international order that required shipping to a different address.

I would rather deal with an addess question than the emails/calls I am getting saying the site doesnt work.
