State List

Hi, could some one point me out how could I make the "state" list to show when the customer is signing up. Right now only shows up when there is a mistake and then a message instruct the customer to pick a state from the list but if there is not mistake then the list option doesn't shows as the country list.

Admin->Configuration->Customer Details->Always show State pulldown

Thankyou much DrByte, I never thought this could be configurable, my bad I should have look through the options but since there are so many (not that I'm complaining).

In another post I asked about how to apply a bold or fat effect to highlight one of the states from the states list but didn't get an answer.... I'm still in need for this so if some one knows how or if this can be done I'll apreciate the info.
