So when a customer picks a country from the list during the checkout process, it sometimes gives the error:
"We're sorry, but we're not currently shipping to your region"

Okay, so I've narrowed down the issue a bit more...
If the customer forgoes setting up a user account in ZC, and doesn't have a Paypal account (using PayPal's IPN module), we enter all their information (with a billing address in Venezuela and cc info...) and hit 'continue' (from within paypal...)
It drops us back into the ZC site, with the following error:
Not Available At This Time
Sorry, we are not shipping to your region at this time.
Please contact us for alternate arrangements.
Is this a PayPal issue? How can I address this?
Does it have anything to do with Venezuela not being defined in the Zones section of the administration?
Did you remove it?

Well all 240 officially recognized countries should be in the database ... if they aren't there is a problem.

I tried using a different address - it simply doesn't want to accept Venezuela as a shipping address. Just returns the same error...
