Email Targeting Customization

Greetings all:

I am looking to find a way to customize my email and newsletter targeting.

From the "Send Email" page in the Admin section, you are presented with several options by default for "Customer" targeting. I would like to add to these in a few different fashions. Where would I do this?

Examples of targeting I would like to employ:
Customer by Zip/Post Code
Customer by Area Code in Phone Number
Customer by Order in Past n days, n months, year.
Customers with Wish Lists/Saved Carts

Ok, I have dug a little, and found what I think may be the answer.

There exists in the database a table called query_builder.

In this table are an indexed set of queries which appear to coincide with the selection of what the developers are calling an "audience" for emailing.

So, if I make new queries here, will they automatically appear in the Send Email page in the admin section?

Is there an ad-hoc query/report builder anywhere in ZC's future.

It would be very useful and cool to have the ability to add to the audience selections from the admin panel and have those queries persist without having to have a great knowledge of SQL. I myself am a bit of a hack at it and would appreciate the quickness of some query templates that can be used to add to the audience selection.

Another question, if I develop a series of these that I find useful, would these be considered a contribution to third-party downloads? I would be quite willing to contribute them.
