How Do I Increase The File Upload Size?

switched all these settings in the php.ini

* file_uploads
* upload_max_filesize
* max_input_time
* memory_limit
* max_execution_time
* post_max_size

as well as the admin settings to let me upload 90 meg files and I can't upload 4-5 meg ones, any know what is going on, seems strange to me in my experience.

Fixed... I forgot to restart apache...
