On your site when you see a slow parse time go to the link a second time and it is faster ... this is where the MySQL cache has been set by "activity" ...
For example, if you look at your site in 2 browsers ... this is the easiest way to test without conflict ...
Hit All Products with one browser and look at the time ... then hit it with the other browser ... it will be faster as it is now cached ...
Depending on how the MySQL is configured this caching lasts XXX time ...
But the slow down during busy times indicates that the server isn't well optimized in this and other areas ...
You can do this same test in the same browser window, the 2 browsers just gives the idea of how activity affects things for 2+ users ...

Yes, the server is very overloaded. I continually get parse times close to 2 seconds.
