No Database Upgrade Option

I'm trying to upgrade from 1.3.7 to 1.3.8a but the installer is not giving me the "upgrade" option.

Looking at other posts, I guessing that the installer is not able to connect to my DB, yet both my 'configure.php' files are correctly pointing at my db copy.
In fact, if I browse to both my test store and test admin site, I get the warnings that the DB needs to be upgraded, which I beleive confirms that my 'configure.php' files are indeed correct.

The only thing unusual that I see in the install inspector is that my PHP is running in safe mode.

I've done all my prep work and file merging for the upgrade, now I just need the installer to give my the 'upgrade db' link.

Any tips would be GREATLY appriciated.

I started again from scratch with a fresh DB and was able to upgrade.
