I want to offer free first class shipping on orders above $75 but want the customer to have the option of selecting UPS or USPS priority or express shipping at cost to the buyer. How can this be setup?

You could utilize the Free Shipping Options freeoptions by setting it to >= 75.00 and change the text on it to read something else ...
This will show at the same time as the other shipping modules ...Linda McGrath
