Cannot To Step 2 in Checkout

The site was hacked last week so I upgraded the customer's site from 1.3.7 to 1.3.8 and then installed the security patch.

Everything looked like it took fine and I was able to remove the codes that the hackers left.

Now when we try to checkout we are getting a blank page after the first step of the checkout process. Any ideas?
