Forcing another shipping method?

I am using zone rates for my shipping and have set the Calculation Method to "per item" shipping tables have then entered as 1:2.99,3:3.50 but i need to be able to force on just one zone that if the order is over the value of say £20 that a courier must be used for say £5 hope that makes sence this time

surely someone must have some knowledge of the shipping rates

Set your last value as 100000:5.00 ...

Example:

1:2.99,3:3.50,100000:5.00

that doesnt do it. If only one product is purchased for say £30 it only charges the £2.99 as stated for one item but i need to be able to force £5

How is the Zone itself defined for this one zone with the weird shipping rates?
