Free Shipping + Zones = Not Working

As of right now, I have free shipping over a certain amount for everyone. However, I want to set up my site so that just orders in the US can have free shipping over a certain amount. International orders will be charged shipping on all amounts.

So, I created a new zone just for US. Then I went to the freeshipper module and edited it to reflect the lower amount and then selected my new zone. However, when I click update, a yellow circle displays (where is should be green) and the module doesn't work.

What am I doing wrong? I did a few searches on the board but couldn't come up with an answer.

Free Shipping freeshipper is only for when the total shipping for everyone is 0.00 such as Always Free Shipping or 0 weight where 0 weight means Free Shipping ...

Free Shipping Options freeoptions is for when you want to set criteria to that Free Shipping such as based on Total or Items or Weight and may want to set a Zone ...

Note: Free Shipping freeshipper does NOT show with any other shipping module ...

Ok, I tried removing the freeshipper module and set up the freeoptions module with these settings (see below) and it still did not work. However, when I leave shipping zone set to --none-- it works. Something seems to be wrong with my zones...any thoughts?

Also, this is how I have my Free Shipping zone set up:

Country : United States
Zone : All Zones

So if the Total is >= 25 OR the Weight is >= 1 OR the Item >= 1 and in the US you want this to show ...

If what you really want when the Total >= 25 ... then remove the other settings on Weight and Item by leaving them blank ...

Yup, I just did that so only the price determines the free shipping. The only problem is that I still cannot get the zones to work. If I leave it set to --none-- it works fine. What am I doing wrong?
