I am running 2 stores.
ZC 1.3.7.1 (with all the security patches and heavily modified) has been working a treat since late 2007. PP EC never produced an error message that was not immediately fixable.
ZC 1.3.8a (patched) was installed 3 weeks ago and is ready to be launched. While testing live orders PP EC keeps producing the dreaded 10413 Error. After spending long hours last night trying to get to the bottom of the problem, I have not found one single satisfying and simple solution in the numerous posts discussing this error.
I finished up doing the same as other fellow zenners did: turned PP Express Checkout off.
It will remain turned off until someone who is a bit more savvy with coding comes up with a tried and proven final patch/fix.
Meanwhile have a happy and prosperous 2010!

Got the same problem with the new version 1.3.8 code 10413.
Got a sales tax named GST in my cart on all products for 12.5% (GST in NZ). Seem like my prices still translates into USD when i read the debug files. I got NZD set to default currency.
If I remove USD from my site all prizes goes to 0 still even if I got NZD set as default currency. Might think this is my problem but not sure.
Tried all the things that's been posted in this thread and nothings works for Pay Pal express, very frustrating.
Hope there will be a fix soon.
You probably have your PayPal module set to use USD.

I have struggled over several days to fix this 10413 issue on my site. We are running Zencart 1.3.8a with Paypal Express and need to display prices including VAT. However, placing an order with VAT included causes the 10413 error. I have read with interest the threads and tried several solutions. I have just tried the fix here designed to tackle the issue of displaying prices with VAT and processing orders through Paypal Express http://www.zen-cart.com/forum/showthread.php?t=97762 but to no avail.
I am attaching the log files for the last order I tried to place with this fix in place.
Dr Byte are you able to please take a look and see if you can see what may be causing the problem? Or is anyone else able to advise? Yours in hope!!

Hey I think my Pay Pal express been working the whole time just that Pay Pal Website Payments Pro is doing something wrong so I get the error!
Argyle glad your problem seems to have resolved. The 'quick and dirty fix' didn't work for me. I am still hoping someone can give me some insight from the log files I attached! If not I will have to abandon Paypal Express and find a different gateway.
