Flat rate shipping.

Hey guy's here is what I am trying to do...

I would like to have the following options for shipping....

I offer free shipping all the time on ground shipments (domestic)
I would like to offer an upgrade to express for domestic at an added flat rate cost.

I then would like a flat rate international (Saver)(snail) And an Express International at a flat cost

All cost will be flat......

I am new to Zen Cart as well as PHP....

Any help would be appreciated...
