Can't get my zone shipping to calculate

What am I doing wrong?

In the Modules>shippings>zones I have added this; 200:1.00,

If I am right this is 200 kilos weight, postage cost £1.00

In TARE I have 0.0

Now, when I do a test purchase for a 200 kg item and hit the estimate shipping button, I get this:
Zone Rates (Shipping to GB (200.00lb(s))) £4

How on earth do I get £4 shipping from 200:1.00 ???

What is your Maximum set to? 50?

200 / 50 = 4

4 * 1 = 4

umm ... perhaps this is the issue?

Thank you, that fixed the issue.

I changed it to 50000000 .........but I still can't get the shipping to less than £1 although I have set it to 100:0.50
