v1.3.8 new install file_s moved issues

The following "text" is where I thought I would be to change the page title in the browser, at least according to the FAQ and Forum threads that I can locate on the subject. I then went to the stated "...meta_tag.php" file and am not seeing an area that I feel comfortable editing, at least not yet anyway.
HELP!!! PLEASE!?

Did you go to the right meta tags file - the one you copied from includes/languages/english/meta_tags.php to includes/languages/english/YOUR_TEMPLATE_NAME/meta_tags.php?

Did you find for example the line

define('TITLE', 'Zen Cart!');

and if so, why were you reluctant to change it?
