Default View Subcategories without opening new page?

Hi, is there a way to view the subcategories in the menu without it opening a new page?

The problem is that the site I am working on has 5-6 top-level categories (which contain no products), each of which contain many subcategories (which do contain products). Now when the user clicks on the top-level category it opens up a blank page (since no products), and the user has to click on one of the subcategory to see products! How can I circumvent this? What's the idea behind showing blank pages for categories with no products (but having other subcategories with products within it)? I've disabled the Features/New/Upcoming products boxes, not sure if that makes a difference.
