Default Shipping calculation has wrong weight

I finally got ZenCart to the point where I could log in as a test customer and test the shipping calculations. So I logged in and put one of our most common product into the shopping cart, and clicked the shipping cost estimator. The product weights 2 lb.; the weight field in the Product page contains "2"; the shopping cart calculation shows 2 lb. But the shipping cost estimator says the weight is 5 lb., which in my configuration doubles the shipping cost. Where did it get 5 lb.?? I can't see anything that defaults to 5 lb.

I added a second item to the cart and the shipping estimator still thinks the whole order weighs over 5 lb. although the shopping cart correctly shows the aggregate weight as 2.2 lb. This is a major problem as 95% or more of our orders are for single copies of this 2 lb. item; we have to get that shipping right!

I also have some questions about the tare weight settings:

I've set the small to medium tare weight at 3% for up to 3 lb. (3:3) and the larger package tare to 4% for up to 12 lb. (4:12).

First, are these settings correctly stated, and will the system apply the larger setting to any package over 3 lb.?

Second, the smaller package actually holds up to 3.25 lb. - can I specify fractional pound package weights? I don't see any example weights specified as fractional pounds and in my experience, if the example doesn't show it, you can't do it.

    Actually 3:3 means Add 3% and Add 3lbs ...

OK, well, yes, that might explain why it thinks it's 5 lb....

So that format is % to the left of the colon and lb. to the right, and it's additive?? How nice it would have been if someone could have just said that somewhere in the book that we bought. Thank you for clarifying. I'll play with those settings and see what happens.

IF you edit the settings they show examples:
Package Tare Small to Medium - added percentage:weight
What is the weight of typical packaging of small to medium packages?
    Example: 10% + 1lb 10:1
    10% + 0lbs 10:0
    0% + 5lbs 0:5
    0% + 0lbs 0:0
