Payment and Shipping Problem.

Hello,
I am working on a website which will deliver both locally as well as internationally.
The store will be located in India.
There will be two payment options as well as Two Shipping rates depending on the location.
I am planning to use CCAVENUE as Indian Payment Gateway.
I thought I had seen ccavenue payment contribution but cannot find it in the download section anymore,Can any one help me regarding the same.
The payment option for international customers will be through Paypal .

Please let me know if there will be any problem while creating two payment gateways as I have wished above???
I have yet to consult to the CCAvenue Team regarding the same,

Regarding Shipping:

There will be two shipping charges according to location.
Local Shipping charges
and
International Shipping Charges.

Which module should i use in this case.
If zone shipping is to be used correct me if i am wrong.
In zone 1 I have to enter the Indian code and Weight : Rate ratio
In Zone 2 I need to enter all other codes of other countries and respective Weight : Rate ratio.

However when i am using test shopping this is what I found.

When the shipping address is in India

When the shipping address is in US

The default Currency set right now is INR.

The shipping is correct for US shipping however it is not correct for India shipping. It should have been Rs.60 and not Rs. 800..

Please point me out where I am wrong.
