You can, by doing it directly using mysql command. A bit dangerous tho, if you dont know what you are doing.

I would say, Yes, but more details of the question is required.

Be it Core files or a database file (which is just a text file), there are programs for each OS, on personal Computers and Servers, that allow you to do Global or Recursive edits.

The trick is to be very, very specific on your command. Changing many files with the wrong information or changing the wrong files, makes for a cleanup nightmare.
