I can't seem to get it working the way I need to. Perhaps I need to configure it flat rate? Can someone help me get this:
I want it to ship 1 to 2 items for a flat $8, 3 or more items to ship for a flat $5

You will want the table rate shipping module, set for the "per item" method.

Set the matrix to

2:8.00,100:5.00

which means 1 or 2 costs $8.00 and 3 to 100 costs $5.00. Adjust the maximum to clear whatever the largest credible order would be.
