Setting up shipping for a local delivery service.

I am working on setting up a site for a friend that has a local pool company. He wants to offer local delivery for a few of his products but would like to have the shipping area restricted to certain zip codes and ultimately a certain mileage radius. I am not too sure how to proceed from here or even if this is possible. If anyone has any ideas or perhaps knows where I could purchase such a customization, please let me know. Thanks!
