Flat Rate to US and USPS Web Tools everywhere else

I want to be able to have flat rate to US and use webtools based on weight to everywhere else.

When I put in a US address, it works perfectly, canada or spain and I get "Sorry, we are not shipping to your region at this time."

I've got two zones defined. One for the US, and one for All Countries.

I'm sure its something obvious that i've missed, but I've been looking all over.

Please help!

i figured it out, i just used the sql patch from that thread above this one.
