I there anything in the Admin program that turns off the header image (header_bg_jpg)?
As I refined the system I seemed to have lost the header image and not sure what I did.

No. This is controlled completely by your stylesheet. I'd check for syntax errors there that may be causing the styling that calls in header_bg.jpg as a background image to be ignored.
