RFQ/ Super Order help charging client after i edit the order

Ok. Site is aygequipment.com
I have super orders and RFQ installed.

My shipping method requries me to call my shipper for each order, so RFQ allows me to quote them once i have that number.

What i need to have happen is that once i get the shipping info.. i enter it in with superorders.. change status and then it sends email to buyer.. ..he sees shipping total and is now for the first time presented with payment options.

Right now system doesnt seem to be sending emails upon status change.. and also doesnt allow payment exclusvily from the status pending change..

Is there a way to add a new status called Quoted: that when client logs in.. he can pay total + shipping

any other thoughts would be helpfull.
